Job Description

Johnson County Treasury, Taxation and Vehicles (TTV) is currently seeking qualified candidates to join our County Clerk and Register of Deeds division as the Manager of Tax Administration.  This is an exciting opportunity for an accounting or administrative professional with an interest in formal communication, group facilitation, and financial record keeping.

 

The County Clerk and Register of Deeds team is responsible for preparing and maintaining the county’s annual tax roll totaling more than $1.8 billion.  This includes assisting taxing authorities with developing and submitting their annual budgets, setting and certifying taxing authority mill levies, processing tax supplements and exemptions, and maintaining special assessments to the tax roll.  Our priority is collaboration and high performance to positively impact thousands of lives in our community every day. 

 

Additional responsibilities include:

  • Manages the technical and analytical functions of over 50 tax authority budgets, valuations, mill levies, and revenue neutral rate processes in the County Clerk’s office in compliance with State law to calculate tax in excess of $1.8 billion. Directly Supervises the Taxing Authority Coordinator (Grade 15) and Supplement and Exemption Coordinator (Grade 15). Reports directly to the Deputy County Clerk/Deputy Register of Deeds.  Coordinates the collaboration and communication of all Tax Administration functions between the County Clerk, Register of Deeds, Treasury and Taxation, Appraiser, and Technology and Innovation teams.

  • Applies significant attention to detail to establish accuracy and verify the integrity of the data maintained and reported by the County Clerk. Presents data in a clear, concise, and logical manner, identifying trends, insights, and discrepancies.  Performs verification and reconciliation of all data produced and maintained by the Tax Administration team.

  • Communicates verbally and in writing with internal and external contacts to resolve discrepancies and exchange or update information; explains rules, regulations, and policies regarding tax administration compliance with policies, procedures, and state law. Establishes processes and procedures for accurately maintaining the tax roll system including development and publication of both internal and external tax cycle calendars. Acts as liaison and reaches out to other county departments to approve, maintain consistency where possible and resolve discrepancies.  Works closely with the County Clerk in the county approval process.  Identifies and maintains relationships with the Kansas Department of Revenue, Kansas Department of Education, neighboring County Clerks, and local taxing subdivisions.   

  • Develops and prepares additional standard and customized reports; prepares complex documents by compiling and summarizing data for management use. Creates and maintains spreadsheets; gathers statistics based on information compiled from various sources to draw; manages the process and teams associated with key land records systems. Analyzes and develops processes in software to produce opportunities for cost savings through system enhancements, automation and process improvements. Diagnoses and resolves software/hardware problems using substantive computer/software knowledge.  Actively participates in projects for the Tax Administration Team.  Researches and recommends process and system improvements. 

  • Reviews, reconciles, compiles, and processes several dissimilar, complex, and specialized functions. Establishes procedures/tools to prevent or solve unusual problems; analyzes short and long-range needs, assists the tax administration team with monitoring the development of commercial and residential properties, subdivisions and future growth and expansion; notifies appropriate officials of changes.  Audits, identifies, and corrects discrepancies and variances in reports and systems. Ensures compliance with all state statutes through detailed analysis.
  • Manages and oversees the staff and functions for the tax administration team; interfaces with other County departments and applications including AIMS and APR to maintain records of taxing district boundaries to provide the basis for property tax calculations and for voting district boundaries; provides communication with City and County administration, subdivision financial managers, and other entities impacted by changes to taxing district boundaries.

Job Requirements

A bachelor’s degree and minimum of five years of experience in tax administration, data analysis, data management, accounting, finance, business, public administration, or a related field is required.  A minimum of five years leading, directing, supervising, and/or coordinating the work of others’ is required.

 

A master’s degree in one of the above fields is preferred. Certification as a Public Manager or Public Accountant is preferred.

 

Experience can substitute for education, and education can substitute for experience.
