The Department of Emergency Services (DES) is currently seeking a dedicated and highly skilled Administrative Services Manager to join our team.

 

The Administrative Services Manager is responsible for leading and coordinating the administrative services section of the Department of Emergency Services. This position supervises three Administrative Services Clerks, each responsible for supporting critical administrative functions in Payroll and Benefits Coordination, Accounts Payable, Administrative Support for the Division of Emergency Management, Emergency Communications, and MED-ACT. The Administrative Services Manager ensures effective administrative workflows, consistency in procedures, compliance with all County policies, and high-quality internal customer service across all divisions.

Job Description

  • Supervises, mentors, and evaluates the performance of three (3) Administrative Services Clerks supporting payroll/benefits, Accounts Payable, and the administrative support of the Emergency Medical Services (MS), Emergency Communication Center (ECC), and Emergency Management (EM) divisions.
  • Oversees daily administrative operations, ensuring efficient processes and timely completion of work products, records management, scheduling, and clerical support; maintains consistent standards and procedures across all clerical functions and promotes process improvement and standardization; is responsible for the supervision and leadership of employees, which includes making employment-related recommendations and formally evaluating performance.
  • Serves as a liaison between DES administration and its divisions, and the County’s Human Resources Department and Finance Management & Administration on matters related to payroll, timekeeping, FMLA tracking, and administrative processes; works with FMA-Risk Management on Work Comp matters related to DES employees; assists with the preparation and coordination of administrative support for budgeting, contracts, training logistics, special projects, and department-wide initiatives as directed; coordinates and tracks modified duty activities to ensure optimal effectiveness and support the divisions’ needs when modified duty situations occur.
  • Monitors and reconciles timekeeping records, leave accruals, and related documentation to ensure accuracy and compliance; maintains the confidentiality of personnel and departmental records; provides accurate reporting to division directors each month and ensures proper documentation and tracking of leave accruals and usage.
  • Supervises specialized administrative functions with unique training requirements; devises procedures for complex or specialized functions; anticipates and develops procedures/tools to prevent or solve unusual problems; and analyzes short and long-range administrative needs such as space and staffing of functional area.
  • Trains and onboards new administrative staff; develops desk manuals and procedural documentation; provides backup administrative support as needed during staff absences or peak workloads; contributes to a culture of professionalism, accountability, and service excellence; and serves as one of the department’s Information Systems Security Representatives.

Job Requirements

Minimum Job Requirements:

  • An Associate’s degree in Business Administration, Public Administration, or a related field. Three (3) years of progressively responsible administrative or office management experience, including supervisory duties, and three (3) years of experience in the public safety setting (e.g., EMS, Fire, Law Enforcement).

Preferred Job Requirements:

  • A Bachelor’s degree in Business Administration, Public Administration, or a related field.
  • Knowledge of public sector administrative services functions related to city or county government.

 

Successfully pass a criminal history check and possess a valid driver’s license with an acceptable driving record.

 

Johnson County Government requires reference/background screening for all positions. Specified criteria may vary by Department/Agency.
